New Mexico Primary Care Payment Reform (NM PCPR)

Led end-to-end product design for one of the nation's first statewide Medicaid value-based payment platforms.


New Mexico's Primary Care Payment Reform (PCPR) is a statewide Medicaid initiative that aligns provider reimbursement with quality and patient outcomes. I led end-to-end product design for the enterprise platform administrators used to manage provider participation, quarterly reporting, incentive payments, and statewide analytics.

The challenge wasn't simplifying Medicaid policy; it was making it manageable. As program requirements evolved, I designed reusable workflows and interaction patterns that helped administrators complete complex processes accurately while keeping the platform and users’ habits consistent over time.

Design a platform that could adapt to changing Medicaid requirements while remaining simple enough for administrators to use accurately every quarter.

I worked closely with PMs, SMEs, engineers, and administrators to understand evolving program requirements. I mapped complex workflows, designed reusable interaction patterns, and iterated with engineers throughout implementation to ensure the platform remained scalable as requirements changed.


Systems Thinking
Rather than designing isolated features, I established reusable workflow concepts that scaled across five interconnected product areas. Much of this thinking comes into play when building a design system, being able to zoom out and see the gestalt. It also means zooming in and understanding that changes in one area affect many others. This makes consistency and flexibility essential.


Who Uses the Platform





Practice Management
State administrators manage hundreds of participating healthcare practices with varying organizational structures, 
provider relationships, and quarterly participation requirements. I designed configurable administrative
workflows that scaled without exposing operational complexity to users or requiring engineering reconfiguration.

The Challenge: How can someone manage hundreds of practices?

Configurable Data Model

Designed a flexible data model that adapted to different provider structures while keeping workflows consistent.

Administrative Workflows at Scale

Standardized search, editing, validation, and export workflows so administrators could efficiently manage hundreds of participating organizations.

Platform Foundation

Practice management became the shared foundation for payments, reporting, analytics, and downstream administrative workflows.
Scope: Enterprise CRUD workflow with search, filtering, validation, export, and role-based administration across interconnected platform modules.





Managing Quarterly Payment Workflows
Every quarter, participating practices completed reporting, quality attestations, and payment activities that 
determined incentive reimbursement. I developed structured reporting workflows that helped administrators 
understand requirements, complete submissions accurately, and review payment outcomes.

The Challenge:  Help administrators complete recurring Medicaid reporting accurately despite changing program requirements.
Complex Problem Logic

Medicaid policy changes frequently. Rather than hard-coding workflows for each program, I designed configurable, reusable interactions.
Guided Reporting Workflow

Organized recurring reporting into guided tasks with clear progress, required actions, and validation.
Progressive Validation

Prevents administrative errors by validating submissions throughout the workflow instead of only at the end.




Quality Attestations
Because Medicaid reporting requirements couldn't be simplified, the design focused on reducing uncertainty instead.
Progressive disclosure and inline validation help make long forms feel more manageable.

Practice Payment Summary

Design Problem:
Administrators needed to verify complex payment calculations without jumping between multiple reports.
Design Decision:
I combined summaries, detailed tables, and visual comparisons into a single review workspace so users could validate payment calculations before exporting payments.

Key Design Contributions: Unified payment calculations, reporting, exportable summaries, and interactive data visualization into a single review experience.
